We particularly are interested in your input on the following:

1. This briefing paper is longer than most as the topic is complex and we wanted to provide a global perspective with specific country information. Are there any major points that we missed in the coverage of the issues? Was the spectrum over-view section helpful?

2. Will the paper help you "start" a conversation in your region? Would a two-page synthesis of the paper (in addition to the Executive Summary) be useful?
