[Chapter-delegates] 2018 ISOC Board of Trustees Election Certification

Congratulations to both Walle and Pepper (he’s known as Pepper, not
Robert). I can confirm he’s an excellent choice, and will be a great
contribution to ISOC.
It is also impressive how many chapters voted. It used to be that org
members were active in the voting, but now it’s the chapters - and almost
3/4 of them! Wow!
