[Chapter-delegates] FYI - ISOC statement about on Internet blocking measures in Catalonia, Spain

.cat does not publish referendum content. That is not a nuance. 

I do agree though that all the political surroundings of this are noisy
and not something I or I feel this community is well placed to engage in.
