[Chapter-delegates] Steve Crocker's leaving the ICANN Board

Yes, Steve was part of the earliest Internet protocols development and 
later as well.
I remember him from IETF conferences and other EU-USA meeting in late 
eighties.
He has remarkable record  in that area.
