[Chapter-delegates] FYI - Togo Internet Shutdown - and ISOC Togo Chapter's statement

Chapter delegates,

As you may be aware, this week the government of Togo shut down access to the Internet in the country in the wake of protests after the recent election there. Our ISOC Togo Chapter issued this statement yesterday (in French):
