[Chapter-delegates] Comments and feedback on revised charter agreement

I support Richards's urge for chapter leaders to find someone to join the
chapters advisory council.
ISOC has created a channel for engagement and influence (if you will), so
the chapters have to use it.
It is time to ask not only what ISOC can do for us, but also what we could
do for ISOC - and that includes how the chapters participate and what our
contributions in the governing model are.
