[Chapter-delegates] Application to form new Special Interest Group: Community Networks

I fully support the establishment of this SIG as collaborations, shared
experiences and best practice guidelines will enbale existing community
networks to strive, be resilient, sustain and innovate. *Affordable access*
is the fundamentral of digital transformation and inclusion,
