[Chapter-delegates] [Internet Policy] FYI - a message about the FCC statement on Net Neutrality

Hi,

One has to be very attentive to the GCCS in some key aspects. One of them
is that no matter how much multistakeholder participation it is wrapped in,
it contains closed-door meetings among government representatives - and not
any government representatives, national- and public security officers at
high levels. Its focus is on the Cybernorms regime. It has morphed over the
years, from a rather hushed closed-doors meeting of top people like
national Atttorney Generals, to the brilliantly more open and participative
GCCS of two years ago in The Hague, into whose opening the Dutch government
invested tons of money and effort, with a two-year preparation process
consisting of meetings, documents and consultations. Our members in India
should be best placed to report critically from the conference and help
assess its impact as it proceeds..One would expect also for them to be
active in keeping the Conference honest, but the format at least in the
previous ones would make that very difficult and I haven't seen indications
of any substantially more open process and organizing for this year.
