I think this is a strong paper. It is particularly so from the
sustainability perspective (David Souter :-)?)

perhaps as an adjunct activity, whether there is some use case for
working on templating / best practices for countries to adopt that can
be taken from successful implementations of policies that have adopted
similar?
There are many examples where turning to the "usual telco consultants"
to put ink on the paper can tend to push things in a different direction.
Likewise some comparisons between adoptions might act as a spur towards
transparency and identifying the added value coming from the policy
adoption.
It is not mentioned as no doubt it is never happy to mention such but
there are barriers to developing new capacity beyond access to
investment and skills, such as dealing with local incumbent vested
interests at the nice end of the spectrum through to rampant corruption
at the other.
New entrants particularly the more dynamic locally responsive ones from
start ups and other smaller entities and communities tend to be
vulnerable in the face of such forces. This has both a repressive and
dampening effect on alternative options that could be otherwise viable.
Might it add some credibility if these issues are at least put on the
table ? Even if just to mention that there are potential policy options
to structure access to digital infrastructure that can achieve win win
outcomes ?
Another thought to consider as a supportive force is to use the
potential for civic twinning between developed and developing world
communities. I've worked on several. Education and micro businesses can
get a leg up with such relationships and make communities on both sides
ready and appreciative of the benefit in enhancing connectivity.
