Hanna,

Both OONI and RIPE Atlas probes are being used to collect information on the state of internet in Venezuela.

Two big challenges exist for the researchers working on this:

1. Big data analysis - Both tools generate a lot of data and take time to analyze in a way that yields replicable results that are statistically relevant.
2. Testing lists need to be kept up to date. OONI doesn’t magically detect blocked websites. Instead, country test lists need to be developed and updated in a timely fashion.
regards

Robert

It might also be useful to collect as much measurements as possible on
what Internet limitations are introduced, this can be done using OONI
mobile app, and updating the test list with potential censored and
restricted sites.

Absolutely, Robert. It would be very useful and we would appreciate it very
much. The situation is serious and it gets worse quickly as the days pass.

Raisa,

Thanks for the details - much appreciated!

Do you think a statement from ISOC and/or the larger digital rights

global

community could be helpful in highlighting the current situation, ask for
solidarity with the internet community in Venezuela?

regards

Robert

Thanks, Robert, for your concerning.

Internet restrictions in Venezuela are serious and occur mainly on three
fronts. Deterioration of the telecommunications infrastructure, due

to the

economic policies that restrict access to foreign exchange;

censorship of

contents through the regulator (Conatel), and if you surpass those two
barriers, and gain come access, then it comes harassment and repression,
as
is being observed in the last demonstrations in which journalists and
citizens are attacked, forced to erase material from their devices and
arbitrarily detained.

We hope that the Internet community will be aware of and help us to
denounce and counteract this situation.

Raisa Urribarri
