[Chapter-delegates] Proposal for IETF Registration fee support for Chapters

Hi John and Olivier,

The contributions from other members, the kind and unsaid request is for
transformation in processes with the objective of being inclusive to
Chapters and other participants from developing countries. Selection
processes of applicants should not be too stringent of recognition of prior
knowledge/participation in mailing lists because pre-meeting lessons, in
collaboration with other organisations if there is no capacity to do so
individually, for first time attendees might be of greater relevance when
it comes to pre-learning online sessions. Other than that, IETF outreach
initiatives needs to be strengthened in order to ensure the required and
improved attendance and participation from developing regions materialises.
ISOC Chapters cannot co-ordinate these outreach events at local level if
they have to comply with these conditions to obtain first hand experience,
especially those from developing regions who have economic challenges to
attending these meetings without support by themselves.

I propose this approach be considered for escalated and deliberated upon by
ISOC and IETF representatives or authorities if anyone concurs with the
suggetion, thanks.
