I agree with Hans Dittler that people with no prior knowledge can be brought to speed to start engaging effectively in the IETF work if there is no relevant technical volunteer interested in participating.
Alternatively ISOC can organise capacity building initiatives for Chapters to start understanding and participating within IETF, thanks.
