The IETF does most of its work on e-mail working group mailing lists
and with document drafts.  Anyone can join the lists, which all have
public archives, and the drafts are all available on the IETF web
site.  If you are interested in the IETF, you can read the archives
and drafts and join mailing lists of interest at any time.

The "Tao of IETF" document is a good intro to the way the IETF works.  I
don't know what a capacity building initiative would do other than to tell
you to read the Tao, pick a few working groups of interest, subscribe,
and follow the discussion.
