[Chapter-delegates] Blockchain SIG

Hi all,

I'm glad to see growing interest in the Blockchain SIG, which was recently
welcomed by the ISOC Board.

Pindar Wong  is the interim-chair and Seun is the AMS admin.

This is the right time to join since there will be a meeting soon to elect
its board.
