The problem is that the Chapter AC members might not be the most
qualified to judge on the qualities and technical qualifications of
applicants. Hence the idea of having a committee of experts including
IETF leadership. The Internet Society already has several such selection
committees (for the fellowship, for example) so it doesn't necessarily
need to be a new committee being created.
