[Chapter-delegates] Proposal for IETF Registration fee support for Chapters

Hi Oliver,
I think the proposal is good but needs few adjustments:
1. One of the reasons why fellowship should be made available is to ensure
that Chapters start becoming proactive in IG spaces like IETF, thus it
would be best that knowledge of applicants regarding IETF be not a criteria
for participation but intention on how the experience will be used to
enhance future participation. Since Chapter delegates will be approved by
the respective boards, best candidates will be selected, of which some will
be there to learn and transfer learning to their constituencies. The
criteria for selection should not be too restrictive as the goal is to
encourage participation.
EG: I attended ICANN 57 with no prior knowledge just basic information what
it is about, now I have sparked interest which never existed within the
Chapter and more members are starting to participate in different
communities and working groups of ICANN. Currently our members are engaging
local registers and regulators regarding DNS and how best to achieve multi
facet goals that the internet can achieve, like content development,
domaining the undomained, business opportunities in the domain business
and how to infuse social objectives in these spaces. So prior knowledge of
IETF should not be a qualifier but online meetings and assignment of
coaches can be used to deal with this. I think rather background on the IG
process and involvement therein could also still qualify a participant's
nomination.
2. The level of support for Chapters in attending this meetings needs to be
improved not just limited to Registration fees but also include travel and
lodging costs, especially for Chapters in developing regions. Consideration
needs to be made when dealing with applicants from different regions or the
problem of limited participation from developing countries will still
persist becoming an obstacle to inclusiveness and openness of these events.
3. I also believe that full participation should also be pursued as opposed
to just a 1 or 2 day pass.
4. I think pushing for extension of the fellowship is the best option with
consideration of the above. Chapter leaders also need to obtain first hand
experience in order to lead their constituencies effectively, as some
Chapters have never participated in IETF in the past, thus this could be
seen as a capacity building exercise as it is directly linked to the ISOC
2017 Strategic Objectives of strengthening the IETF, thanks.
