>And while I wholeheartedly support the need for Fellowships/travel

Well, OK. Here's a concrete question: there's an IETF meeting in
Chicago in two weeks. For someone in San Francisco, that would mean a
plane ticket, a hotel, and a week's day to day expenses which cost at
least $1000, typically more like $2000. For most people there's also
the cost of taking a week off from work. Would the added cost of the
registration realistically be the deciding factor for anyone?
As I've said, I want increased IETF participation as much as anyone
but this seems kind of like a gesture without much practical
substance, and it would make sense to look for other approaches that
could involve more people while staying affordable for chapters and
ISOC.
While I'm here, I should also point out the Applied Networking
Research Prize, managed by the IRTF. It looks for high quality papers
related to IETF work. Winners present their papers at IETF meetings,
expenses paid.
