You might be interested in the very recent  DESI figures (https://ec.europa.eu/digital-single-market/desi) which have been published by the Commission.
DESI (Digital Economy and Society Index) do only cover the EU 27 members States and do not address specifically Internet inclusiveness but provide some interesting figures for the EU

Well, a number of countries are not on the list, especially the ones that are typically on top of these comparisons.
Norway, Denmark, and my own country, Finland, is missing. My guess is that Finland would have scored #1 or #2.
