[Chapter-delegates] ISOC 25th Anniversay Video

This is a good request. i also think a shorter silent animation in the same
format, including the Chapter logo, might be something that could be
included in the kit for each chapter.

More generally, it would be good to enumerate the various formats that we
encounter that require a specific format. E.g. Twitter, YouTube, Wiki etc.

Some thing I asked for a while back is for the 'core pack' - which includes
colour specs in ase and ai formats - to be complimented by some simple png
chart of good color combinations.
