[Chapter-delegates] Application to form a Chapter in Guyana

I am well acquainted with several of the individuals listed as founding
members and can vouch for their passion and dedication to the preservation
of a free and open Internet.

Looking forward to welcoming another English-speaking Caribbean Chapter!
