[Chapter-delegates] Announcing - new beta site of redesigned Internet Society website

indeed -*ISOC Connect* is one of the most remarkable inventions ever. 
Especially given that - as mentioned by many, many times before - it 
deliberately ignores many useful rules provided by the IETF to allow 
E-Mail management in a sensible way. So - as also noted years earlier - 
it is part of ISOC's record in "preaching standards while deliberately 
ignoring them".
