Google accounts don’t have to use Gmail addresses.
This depends on the settings when creating the document in Google docs.
You can set it so that people must have a Google ID in order to edit the
doc. A Google ID can be any email address Google can validate. You can
set the doc to be edited by anyone who has the link, in which case edits
are listed as "anonymous". The impression you need a Gmail account, or
even a Google ID, is because these are the default settings. You can also
provide a list of Google IDs which are permitted to see &/or edit the doc.
I am fanatical about protecting my online privacy, but I don't consider
requiring a validated email ID as a privacy concern, since Google provides
extensive abilities to block any tracking by Google, and Google offers a
number of systems by which you can check that you are not being tracked.
In fact, I don't know of any other system which provides such good opt-out
capabilities and abilities to check.
