[Chapter-delegates] [Community Input] WTDC-17 Background Paper

I was reviewing the document and each topic could be a very long discussion.

Recently we integrated the UN SDG's with the IEEE International
Humanitarian Technology Challenge and we had various tracks dealing with
various challenges and the technology solutions that addresses the issue.
The forthcoming Global Humanitarian Technology Conference in October in San
Jose will continue this thread.


We need a repository of the papers and best practices of  dealing with the
key issues cost of International Internet Connectivity, digital inclusion,
affordable broadband access, and emergency telecommunications.

A recent  Community Networking Workshop in Kenya we established a SLACK
page which was a way we could share the information

Important to remember is that in countries not connected to the electrical
grid results in disrupted or no Internet Connectivity, phones can't be
charged and the entire effort is lost if the issue of reliable low cost
power isn't addressed.

Special efforts by the IEEE Smart Villages and IEEE SIGHT groups are facing
these issues .  I've enclosed a poster on our off the grid project.
