The preferred solution is to go back to the 1996 rules, regulate the
wires as common carriage with competitive ISPs using those wires, like
they do in Europe.


SO: This is what I wish could happen where I come from but I guess that
ship sailed already and I don't think the balls to get the wheels is there
anymore. I think even "how they do in Europe" may start to diminish as
service providers like Facebook, Google et all run their independent wires
globally.
