That's going to happen anyway unless you expect the whole world to
harmonize all of their laws about online materials.

Determining what is a copyright violation versus what the copyright
holder merely wishes were a violation is subtle and country specific.
There are no bright lines about what constitutes fair use or fair
dealing, and courts regularly struggle with this.  I have grave doubts
about the wisdom of registries sticking their feet into this swamp.
