You have hit the nail on the head. In the Internet Society context, this
is akin to keeping the Global membership and dissolving the Chapters.
The Chapters bring that essential diversity of views and balances them
geographically. The Chapters bring the essential local element to ISOC's
mission - and that's what At-Large Structures do in ICANN's mission.
Some do it better than others, but that's essentially the worth of
having a local organisational element in the bottom-up ladder. The
Internet Society and its communities understood that a long time ago. It
is unclear whether the lesson's been learnt at ICANN.
