[Chapter-delegates] New version of ICANN At-Large Review - ISOC Chapters role and future

A staritght membership model is geared to promote capture without check and
balances. In most regions where there are very populated countries and ones
with significant less population, the most populated countries will most
probably have the greatest number of members hence more votes hence capture.

Also, how do you control from where members register from? People may
register as living in country X when really living in country Y.  How do we
know that more than one member (maybe thousands?) is not the same group or
person? After all, no due diligence will be performed for each individual
that register as we do today for ALSs.

The document gives me the impression that the proposal was already written
before the first question was asked.
