[Chapter-delegates] New version of ICANN At-Large Review - ISOC Chapters role and future

This Atlarge Review distributed is the second version with some revisions
but it's more problematic than just the membership model. In the case of
NARALO and some other RALO's we have unaffiliated members which are not
ALS's organizations.. This number has grown substantially in the last few
months to be 15 members vs the 26 ALS members. The Unaffiliated membership
only have one vote. Perhaps this is their inspiration but it's has it's
challenges given the metrics they expect from active members. An onus
moving forward is membership being very active in policy documents or
policy comments in providing the end users perspective. ( this in itself is
an issue)
Another strange suggestion is the RALO chairs also become the ALAC member
which in effect doubles the responsibility of the volunteer combined with
an onus on tracking policy comments ( this isn't currently done) We have
proposed this from ATLAS 2 and again through the TTF to the FBSC recently.
As a whole the At Large community has rejected the proposal.
