[Chapter-delegates] New version of ICANN At-Large Review - ISOC Chapters role and future

HI all,

has the latest version of the ICANN At-Large Review.

I think it is of interest for ISOSC in general and for the chapters very
particularly.

IMO the document characterizes the role of ISOC chapters in the ICANN At
Large in a wrong way and proposes a way forward called the "enhanced
membership model" that is deeply flawed.

Have any others of you read it, do you have any comments?
