[Chapter-delegates] Passing of David Vyorst

May God rest his soul and help his family through this hard time, I can't
find the words :( such a kind and welcoming person, it was such a pleasure
to meet him in person and attend some  ISOC DC meetings and learn from him
and other colleagues...
