[Chapter-delegates] Passing of David Vyorst

This is such sad news.  David was a great guy, a good friend to me personally and a strong advocate for the open Internet.  His work was pivotal in growing the DC chapter and his commitment to the goals of the Internet Society and to our community was unwavering.  He will be sorely missed.
