[Chapter-delegates] Welcome on board! Recognition of SIG Women

Hi All
It would be a major contribution if this SIG can provide documentation on
the  digital disparity in the Internet ecosystem.  As we are attempting to
provide more and more community networking opportunities it would be good
to hear back on the  various projects on the gender balance issues.
 Perhaps this SIG can also put pressure on ISOC to assure  gender balance
in these projects
