[Chapter-delegates] In favor of the Application to form SIG Women

++1 in the support of formulation of a SIG for women....been reading all
the responses, great see to so many in the favor.
On a lighter note when women have to run it, this might induce the
motivation to bring more women in action and complete participation :))
