[Chapter-delegates] Application to form SIG Women

Dear colleagues

What an awesome idea. I just came back from Turkey after taking part in the
ICANN Middle East SIG where I was member of the Steering Committee and
Representative of the Arab World Internet Institute that partenered with
the school.

I fully support this idea and would be honoured to take part in its
elaboration with all of you.
