   Related to that point, i'd previusly expressed concerns regarding the wording 
of IComm 2017 (Celebration), which implied that any failure to comply with ALL 
the requirements for the IComm 2017 event would effectively freeze all other 
funding (e.g. BTN) to the chapter. My reasons for this concern are:

   We try to have as many different members as possible handle chapter projects 
and events. This is in line with continuing efforts to foster next generation 
leaders. (For example, for this year's IComm, the member in charge is NOT an 
ISOC-PH officer.) In order to do this, the chapter has to have reasonable 
confidence that shortfalls in the execution of a single project or event will 
not negatively impact all other funding opportunities. At the same time, there 
is a need for accountability to ensure responsible and productive use of any 
funds granted.

   Now, the current evaluation report provided to chapters has only a single 
'funding' metric, but no breakdown per project. It may perhaps be more useful to 
provide chapters with more details on which of its projects complied with 
reporting requirements and which did not. This will allow the chapter to take 
specific corrective measures and do better with future projects.
