[Chapter-delegates] ISOC BSIG Board Constituted

Hi Seun,

Congratulations on setting up the BSIG!

I've been working with Bitcoin from 2013, and on the generic blockchain
since then. I've just got on to the Ethereum bandwagon, but given the
recent gridlock there, I'm currently looking for alternatives (District0x
appears to be an interesting option for what I want to do).

My area of specialization is Community Blockchains. Here's a paper that
Glenn and I have co-authored, titled "A Blockchain for Communities".
