[Chapter-delegates] Revised Chapter Agreement

Hello Victor,

Thanks for your mail. However after following this thread, there seem to be
an impression that this document is still in draft status hence may change
in near future. Is that a valid interpretation?

I think your response on the above is very important, especially for those
of us currently in a chapter Bylaw drafting state.
