[Chapter-delegates] Shape the dialogue at the ITU World Telecommunication Standardization Assembly 2016 with the Internet Society

Dear Elizabeth,
Thank you.

I've shared it with some of our members, who have interest in that
topic; let's see whether they are available; with such a late notice.
I'd kindly ask ISOC to provide more time - with only a month before
travel for 2 weeks to Tunisia, it will be almost impossible to find
someone ready to go.
