My take fom the conversation is that, ultimately, the appropriations rider
is a paper tiger now that the GAO has declared that IANA Functions don't
comprise property per se. Thus there is no monetary hit in not signing the
contract. That is why Larry asked for specific instructions to renew from
Congress. Without which...
