ISOC is incorporated in the District of Columbia in the US. There are
fewer more reliable ways to annoy the US government than to play paper
games to try to circumvent the law. Also, you might want to check
which sanctions the Swiss government relaxed in January and which ones
they haven't.

ISOC may be many things, but an international diplomatic body is not
one of them. Neither is ICANN.
