Dear Alejandro,
Thank you for these pertinent questions, which, I presume, are directed to everybody on this list.
Speaking for myself, I, as no doubt others on this list, have been responsible for the security of various computer installations and telecommunications networks and, in that capacity, have striven to ensure that proper security measures are taken. I’ve also striven to explain security risks and counter-measures, both to management and end-users, and at one point I gave security trainings.
As an individual user, I do change the default passwords on the equipment that I buy (not doing so is apparently the main weakness that is exploited by the recent DDOS attacks).
Now that I am an activist, I have argued for more cooperation to improve security and, as you know, I still think that it is a pity that not all states agreed to Article 6 of the 2012 ITRs, which states:
“Member States shall individually and collectively endeavour to ensure the security and robustness of international telecommunication networks in order to achieve effective use thereof and avoidance of technical harm thereto, as well as the harmonious development of international telecommunication services offered to the public.”
But I know that not everybody on this list agrees with me regarding the ITRs, so we can agree to disagree.
