I think Alan's point here is that bcc could/should have been used. Victor,
not Joyce, is the culprit.

But how many of us have ever hit send without properly reviewing an email's
addressing or content? Let he who is without sin..
​Meanwhile Alan has not helped by sending the whole header out to the
entire Chapter-Delegates list, where it continues to be included in replies.

Here in North America we do have a list  -
northamerica-chapters at elists.isoc.org - for just such purposes.
