When .mobi auctioned off common word names, they had PIC like rules
that the names would be used for mobile-friendly web sites, since that
was what .mobi was about.

They were a complete failure since there was no practical way to
enforce the rules and buyers who had spent a lot of money made
predictable legal threats when told to use it or lose it.
