[Chapter-delegates] ICANN 57 moved to Hyderabad

Thanks Joly.

We are very sad to seeing this meeting going away from PR.  As a result, we
(ISOC-PR) have decided to cancel a couple of planned outreach activities
and re-focus a major event with University students that supposed to
coincide with the first day of the meeting.  Like we say in Spanglish:
"Such is life!"
