[Chapter-delegates] ISOC-NY reshuffle

After David Solomonoff resigned as President of ISOC-NY we have had a
reshuffling of officer roles. While I have taken over as President, in
particular we welcome Shuli Hallak as our new VP(Exec).

As per Klaus' request to minmize congrats we'll take those for granted but
I do suggest to follow Shuli on twitter at https://twitter.com/shulihallak
