[Chapter-delegates] Plea for a "congrats" mailing list

Dear Carlos and all.

I've already send official invitation of Chapter AC meeting via Connect
platform on 17th April. Yes, I was supposed to send a reminder/follow up
email to participate the meeting. I'd send the Zoom link as well. Below is
the official email that I did send. I will send again to ensure
participation of members. Please mark your calendar and download the Zoom
before joining the meeting.

Dear delegates to the Chapters AC,

It is my pleasure to Invite you to participate the Chapter Advisory Council
meeting, pursuant to Clause 7 of the Charter. This is first Annual meeting of
the Chapters AC and it will take place via ZOOM, on 17 May at 13h00 UTC.

The ZOOM link is: isoc.zoom.us/j/171894397

The draft agenda of the meeting is:

   1. Approval of the agenda,
   2. Endorsement of the Steering Committee
   3. Approval of the Rules and Procedures
   4. Report from the Chair
   5. Survey
   6. Other activities
   7. Scheduling of future meetings (there should be 3 meetings per year
   under the charter of Chapter AC)
   8. Comments from the delegates
   9. Any other business
