[Chapter-delegates] Plea for a "congrats" mailing list

Dear Klaus,
supposedly we have the first ChAC call in a few days (still have not see
a formal invitation). Lets hope the call goes so well, it is full of
ideas and we can motivate a great deal of volunteers to keep working on
Cross Chapters issues, that we may congratulate ourselves afterwards for
the time spent online.
