[Chapter-delegates] Elections, Polls, Electorate

Personally speaking I wouldn't rule out the possibility of inviting
other chapters to participate in structured ways. A chapter can be a
focus for a community who support open Internet for everyone locally in
UK. Having strong connections with other chapters could be both nice and
helpful. 

But for the time being the issue that Olivier was asking about remains
how to engage those people ISOC calls individual members but affords no
membership role other than belonging to a list that can't satisfy UK
electoral rules.

One complication he did not mention; which is the status of a member of
an association in the UK carries unlimited personal liability. This can
be easily dealt with provided there are a few thousand GBP available to
the chapter annually for this purpose.  But it is another factor we need
to consider before defining the status of those on the AMS list for the
chapter.
