[Chapter-delegates] Elections, Polls, Electorate

these ideas may be interesting. How do they apply in ISOC Chennai? Have
they increased the shared activity of the Chapter members?
Why would ISOC England, one of the most mature and tested-in-battle ISOC
Chapters, need any outside intervention?
