[Chapter-delegates] Application to form a SIG : Interest Society SIG Enabling Communities

I would agree.  When I first saw it I could not figure out what Enabling Communities meant in the context of all the other programs “enabling” communities for a lot of purposes.  Such as “Local Community Network Solutions”.
